About the Author
Rudy Flora, LCSW, ACSW, CSOTP, has worked with children, adolescents, and adults with sexual disorders for more than thirty years. He is a Licensed Clinical Social Worker and a Certified Sex Offender Treatment Provider. He holds the ACSW by the Academy of Certified Social Workers. Flora is in private practice and is an adjunct faculty member with Radford University. He is a former probation officer. Flora is the author and co-author of two clinical books on sex offenders.
Michael L. Keohane, LCSW, CSOTP, CPRP, has worked with adults with mental illness and adult sex offenders for over twelve years. He currently serves as the Department Director of Adult Recovery Services for Highlands Community Services, is employed in practice with Flora Counseling Services, and is an adjunct faculty at Virginia Highlands Community College.

A Focus on Clinical and Bureaucratic Matters

If you're a bureaucrat working with sex offenders this book will appeal to you. It gives a broad overview of the legal and clinical issues with lots of lists and bullet points. If you're more interested in the inter-personal dynamics of working with sex offenders or understanding what really motivates and drives them in their specific behaviors, then this book is not for you.
I found the book curiously lacking and somewhat out of date, even though it was published in 2001. For example, there is no mention of online activities, like pornography and chat rooms, and how those are fueling the addictive cycles of the users and perhaps contributing to other behaviors that more directly affect people in physical ways. Indeed, there is only one small section at the end of the book on the subject of sex addiction. What about the victimizing of children in online porn? What about the use of chat rooms to lure adolescent girls and boys into face to face meetings? What about the increasing use of hidden digital cameras for voyeuristic activities? These, and others, are the new frontier in offending, so to speak.
The author is in private practice but his previous years as a probation officer illuminate his approach to the subject. Although he includes a six page section on women offenders, Flora's view of sex offenders is definitely a male view, and he seems to view them overwhelmingly as heterosexual males abusing women and children. Exhibitionists and voyeurs seem to be males, for example.
I found the author's omission of a discussion of cultural background and racial propensities in offending notable, especially given his Hispanic surname. Also, missing was any significant mention of sexual orientation issues.
Overall, I found this book disappointing. Perhaps my expectations were unrealistic, so I'll give it a somewhat neutral three stars rating.

An Important Go To Manual For Professionals and Students Alike.

How To Work With Sex Offenders is comprehensive manual designed for professionals working in sex offender treatment, mental health, human services, and the criminal justice system. The book covers a wide range of topics, from matters concerning mental health issues and the dynamics of sexual offending to the impact on victims to the inner workings of the justice system itself. Updated information concerning the role of the internet in sexual offending and sex addiction has been included, as well as the dynamics of such technology in regards to criminal prosecution and probation.
The contents of the publication begin with a basic introduction regarding the definition of the sex offender. This chapter covers both a national and international perspective on sexual offending, including definitions of sexual offending from gathered academic resources. U.S. social policy is covered, as well as the laws concerning U.S. federal registration requirements. Various aspects of the involvement of the criminal justice system are included as well. Chapters 2 and 3 continue with the dynamics of criminal justice, the elements of law enforcement, investigation, interviewing of the victim, evaluations, prosecution, and the correction system.
Chapters 4 and 5 place concentration of the role of professionals in human services and mental health. These two chapters cover a wide range of discussions, from resources such as child advocacy centers to topics including confidentiality, therapist qualifications, and abuse statistics. Gender issues, defense mechanisms, and the role of children in sexual abuse also included as topics in Chapters 4 and 5. More information regarding children as victims is included in Chapter 11 while Chapter 12 provides covers children and adolescents that display sexual acting out behaviors. Chapter 10 provides a specific amount of focus on female sex offenders.
Chapter 6 deals with various paraphilias while Chapter 7 focuses upon the characteristics of the sex offender. Chapter 8 handles topics concerning sexual offending and the internet while Chapter 9 covers sexual addiction. Therapy methods and options are discussed in Chapters 13, 14, and 15. Several appendices are included at the back of the book, including suggestions for evidence collection kits, victim interview questions, sexual history gathering, guidelines for interviewing suspects, and possible questions for prosecutors.
This book holds considerable value in the manner that it is written. Authors Rudy Flora and Michael L. Keohane have presented the contents in a manner that is adequately detailed yet to the point. The text is composed in an easy to read fashion that often breaks down the information in common layman's terms, relying on inside field terminology only when necessary. The information is also presented in a method that contains the informative, need to know details without being too wordy. After receiving this book I spent a number of evenings after work reading through the chapters. Despite having quite a few stressful days at the office, I noted that I was able to dedicate myself to the topics without becoming tired or bored with the details. That said, How To Work With Sex Offenders has dual value as a college textbook and as an important field guide for a sex offender treatment provider. While seasoned veterans in the field will find the information less useful, the contents of this publication offers a valuable resource for therapists and providers with less experience. Having some experience in the sex offender treatment field my own self, this book holds definite merit as a quick hands on field guide. This is especially true for a less experienced or newly employed professional that is trying to learn the complexities surrounding sex offenders.

Excellent resource!

As a beginning substance abuse therapist I have limited experience with sex offenders. This particular book has provided a wealth of information on sex offenders and sex addiction. Suggestions for therapeutic methods that can be used with these offenders was extremely helpful. The information contained on sex addiction has been invaluable as this diagnosis has recently begun to appear in my client population. Overall this is an excellent reference for therapists of any level.
